Harley was my mentor judge when I was on the North County Municipal Court, where I served from September 1995 to November 1998. He was a great mentor and advisor, always calm and dignified, and so comforting to be around. He was a class act on and off the bench.
Every morning when I showed up at work (our Chambers were next to each other) there would be a gathering of our colleagues in his Chambers. He had such a warm and engaging manner with everyone and we all gravitated toward him … hence, our morning coffee time with Harley. There was no better way to start the day.
I have some of Harley’s mementos in my Chambers to this day. It’s always nice to feel I have a part of him looking over me at work. I will miss him very much.

The Darland family had a terrific time exploring North Dakota and the Grand Forks area with Dad when he stayed with us for a few weeks in the summer of 2024. This image was one that we took overlooking Theodore Roosevelt National Park in the western part of the state. Dad was always up for an adventure, particularly if it involved being outdoors. We went with Dad and Annmarie to Yellowstone around Father's Day in 2015. We shared much laughter, played many card games, and had quiet moments interspersed. Many wonderful memories to hold close in the days, months, and years to come.
Thank you Harley for modeling unconditional love and finding joy in the moment. Your love will always be with us.
Rest in peace Harley. My thoughts and prayers are with the family at this difficult time. Patti Ratekin
